Project Description: This project is the development of an indoor sports complex at the 27.8 acre site of the former soccer dome at 80 Dutch Ridge Rd in the Town of Scriba. The project includes the acquisition of the site, the renovation of the existing 9,000+ SF building and the construction of a new 120,000 square foot indoor sports facility. The project will provide year round space for multiple sporting events, training, and educational activities. The project will create 16 fill time and 13 part time jobs at full build out. The project is estimated to have a project cost for phase 1 of $3.7 million dollars.

Project Description: The project involves the development of a 5.0 megawatt AC solar energy production facility with 3.916 megawatt AC of battery energy storage included on approximately 21 acres, a portion of an approximately 48.6 acre site in the Town of Schroeppel at 71 Hoag Drive which is currently wooded and contains wetlands. The project developer, Nexamp Solar, based in Boston, Massachusetts, intends to lease the project parcel from the property owner.

Project Description: This project involves the acquisition, installation and commissioning of two paper products production lines at the Huhtamaki facility located on 23 acres at 100 State Street in the City of Fulton, including facility upgrades, reorganization of existing space and the acquisition of related packaging and warehouse equipment. This advanced manufacturing expansion project will support the retention of Huhtamaki's 406 current full-time employees with an annual payroll of approximately $30.6 million in an economically distressed area. Huhtamaki is the 2nd largest manufacturing employer in Oswego County.

Novelis Corporation

Application

Project Description: At its approximately 1.7 million SF facility in Scriba, New York, Novelis Corporate produces aluminum for use in the food, beverage, automotive and building products industries and recycles aluminum scrap. This project involves the rebuilding and replacement of structures, infrastructure and equipment damaged in two significant fire events in September and November 2025. The Hot Mill production area sustained significant damage in both events, impacting the production of flat rolled aluminum for use in automotive parts, beverage packaging and other industries. This rebuilding and replacement project will support the retention of Novelis's 1,122 full-time and 4 part-time employees with a current annual Oswego County payroll and benefits expenditure of approximately $180 million, as well as support the continued significant local spending by Novelis on services and local supply chain. Novelis is the largest manufacturing employer and one of the largest private employers in Oswego County.

Project Description: This project involves the expansion, renovation and equipping of a 26,327 SF manufacturing facility on 4.8 acres of land at 735 E. Seneca St. in the City of Oswego for the purposes of manufacturing engineered wood trusses. The existing building will include a 1,050 SF addition along with a new roof. The project also includes the acquisition of equipment and machinery to support wood truss manufacturing. The project will create 22 FTE jobs and 20 temporary construction jobs. Future annual payroll of $1,223,000 is expected.

The project is the reinvestment in an Oswego DRI priority project. Project Description: The project involves the construction of a 3-story, 50-unit residential complex of 52,500 sq. ft. on an approximately 2.9-acre brownfield site at the corner of Fay Street and South 7th Street in the City of Fulton. Project Description: This project involves the construction of a new appoximately 8,100 sq. ft. lodging facility adjacent to the historic Selkirk Lighthouse located on approximately 4.3 acres at 812-28 County Route 5 in the Town of Richland. The facility will include six 1-& 2-bedroom short-term rental units and a large event space. In addition, a take-out food facility will be developed in the existing marina building to serve overnight guests, marina patrons and other visitors. A recently constructed waterfront pavilion will also be improved. The project will create 1 full-time seasonal job and 6 part-time seasonal jobs as well as help to retain the 2 full-time year-round jobs at the facility. Future total annual payroll of approximately $150,000 is anticipated.

The project involves the renovation of the property located at 120 and 104 East First Street in the City of Oswego which includes one 4 story building of approximately 35,960 sq. ft. and parking on a 1.5-acre site. The company will renovate the 2nd and 3rd levels of the building to create clinical space for the provision of various medical, dental and mental health services by Northern Oswego County Health Services, Inc., d/b/a ConnextCare. ConnextCare plans to lease the entire facility, use the 2nd and 3rd floors itself and sublease the 1st and 4th floors to both not-for-profit and/or for-profit tenants. ConnextCare will relocate its existing City of Oswego operation with 32 jobs into this building as well as expand to create 23 new jobs with a total annual payroll of over $4.9 million and 55 jobs at the project location.

Project Description: Locavore at Burritt’s, LLC, will construct an approximately 18,000 sq. ft. building on an approximately 9.25-acre site owned by the company located at State Route 104 in the Town of Scriba. Adventure at Burritts, LLC, a wholly owned subsidiary of R.M. Burritt Motors, Inc., will lease the facility from Locavore at Burritt’s, LLC, once complete, and operate a full-service recreational products sales and service facility specializing in marine products. This includes but is not limited to, displaying and selling a variety of new and used boats, trailers and personal watercraft, parts sales, service, winterization, shrink wrapping, and storage. The proposed 18,000 square foot building is planned to be utilized as 50% heated storage and 50% operational space. The project is expected to create 29 jobs and $1.8 million in annual payroll.

The project involves an east coast expansion which will build equipment, office space and personnel capacities to pursue business growth in southeastern states such as Georgie. The company currently has 25 year-round full-time employs and employs an additional 85 seasonal full-time employees for the spring, summer, and fall. The business growth connected to this project is expected to generate 10 new year-round full-time jobs and 20 new full-time seasonal jobs with new Oswego County based annual payroll of over $1.2 million.

Once renovated, the building will house most of the company’s operations while the existing facility at 24 Foster Street in the City of Fulton will continue to be used by the company for certain manufacturing processes. The company currently has 23 full-time and 6 part-time employees. This project will retain 26 jobs, create 7 net new jobs and transition 3 part-time apprentices to full time employment. Net new payroll is expected to be approximately $750,000 once fully staffed.
